MagnaVille is a 3-bed and 4-bed Magna Prima leasehold development in Selayang, in the Selayang Municipality (MPS). As a 2010-vintage building, the strata fee schedule and any special-assessment history matter more than for newer buildings; the per-MPS-checked verdict is whole-unit long-term, with the room-rental case available in the existing three or four approved bedrooms subject to the per-MC by-law.
What is known about MagnaVille
SPEEDHOME has the following verified facts about the building, all from the developer's audited material (checked 2026-07-23):
- 3 blocks × 22 storeys, 1,074 units total
- Native layouts: 915 to 1,259 sqft (3-bed and 4-bed)
- Leasehold Residential tenure, MPS (Selayang) jurisdiction (Selangor)
- 2010
- Magna Prima Berhad developer; RM 307 psf indicative pricing; -2.92% capital growth band; 5.14% net yield band
What is not known, and must be confirmed with the MC or your lawyer before any operating decision is locked in:
- The MC's by-law text on short-stay letting, multi-tenancy in 3-4 bed units, and pet policy
- The per-unit title category (residential-titled vs commercial-titled) on the individual issue document of title
- A MagnaVille-specific dated rent record in SPEEDHOME's operator data
- The MagnaVille-specific strata fee schedule (the MC's annual budget is the source)
MagnaVille project specific details
The MagnaVille project facts (drawn from the SPEEDHOME operator DD pass dated 2026-07-23 and the developer's public project record). The primary fact anchor is building-public-facts-magnaville-selayang-room-rental-investment-guide-2026-07-23 from facts.yaml.
- Developer: Magna Prima Berhad.
- Area: selayang.
- PBT jurisdiction: MPS (Selayang) (MPS (Selayang)).
- Approved unit mix: 3-bed / 915 sqft; 3-bed / 1050 sqft; 4-bed / 1180 sqft.
- Operating-model default: whole-unit long-term is the default per the building-investor-operator family contract.
The current MagnaVille rent, dated per-unit title category, and per-MC by-law text are NOT publicly available and must be obtained from the management office. The MPS (Selayang) jurisdiction is the practical anchor for any viewing or management contact. The approved unit mix and the developer record set the basis for the SPEEDRENO fit-out capex reference; a 3-bed / 915 sqft unit in MagnaVille has the lean/premium capex range shown in the [Calculator] section below.
For the building-specific SPEEDRENO fit-out capex on a MagnaVille unit, run the shared renovation ROI calculator below. The chart marks a higher-spend scenario as dominated when it produces no additional economic NOI.
Why this changes the decision
Three checks carry the verdict:
MC stance on short-stay letting. Malaysia's Federal Court upheld a management corporation's power to prohibit short-term rentals through additional by-laws in Innab Salil v Verve Suites. The MagnaVille rules are not in SPEEDHOME's records, so treat short-stay as unavailable until management confirms the current position in writing.
MC stance on multi-tenancy in a 3-4 bed unit. The Strata Management Act allows a management body to make additional by-laws governing use of the building. Without the MagnaVille rules in hand, room-rental remains conditional on written management confirmation.
Renovation approval. MagnaVille is in WPKL. If you are considering internal partitions, read the current MPS renovation guidelines and obtain the management body's written approval before spending. Do not assume the title category or partition material alone makes the work permissible.
What to ask the MC / MC / PBT
Bring this list to the management office or your lawyer and get each item in writing before locking in an operating model:
- The MC by-law number and the COB filing date for any clause that touches short-stay letting.
- The MC by-law number and the COB filing date for any clause that touches multi-tenancy in 3-4 bed units.
- The MC by-law number and the COB filing date for the pet policy.
- The annual budget: strata + sinking fund, expected special assessments, and the painting/renovation-restriction schedule.
- The issue document of title for your specific parcel — residential or commercial category.
- The MC's position on a downstream submeter fitted after the TNB main meter, in writing.
Operating model decision
Use whole-unit long-term as the conservative default until the parcel documents and written management position support a different use. The shared calculator is deliberately owner-input based: enter the actual purchase basis, current matched comparable, recurring charges, vacancy allowance and an editable SPEEDRENO quote. Do not treat a template yield, rent uplift, vacancy percentage, room-rental multiplier, or turnaround time as evidence for this building.
Building-specific checks before you commit
Before any tenant signs at MagnaVille, the landlord must complete these practical checks:
- Title category: obtain the individual issue document of title for the unit. Verify it is residential-titled, not commercial-titled or mixed-use. Commercial-titled units are barred from ordinary residential tenancy under MPS (Selayang) rules.
- MC by-law text: written request to the management office for the pet, multi-tenancy, short-stay, submeter and renovation-approval stances. Turnaround is typically 2-4 weeks; the response must be the by-law text, not a verbal "yes/no".
- Sinking-fund and special-levy history: obtain the last 3 years' AGM minutes and any special-levy notices. A pending RM 500-1,000/sqft special levy is a material capex hit.
- Floor-plan and unit-condition photo record: take dated photos of every wall, floor, fixture, fitting and appliance. Save to a tenancy-evidence folder. This is the inventory baseline for move-in and move-out.
- JMB/MC insurance coverage: confirm the building's master policy covers fire, flood and structural damage. Landlord's contents insurance covers in-unit items; the building's master policy covers structure.
- Surrounding 200m walk: confirm the actual walking distance to the nearest transit (LRT/MRT/KTM), supermarket, clinic and school. The developer brochure's 5-minute walk is usually 8-12 minutes on foot.
- SPEEDHOME listing filter for selayang: pull 3-5 current comparable listings on SPEEDHOME. The selayang market moves in 6-12 month cycles; a 12-month-old comparable may be 10-15% off current rate.
Editable planning assumption (owner input): allow 2-4 weeks for the MC by-law text, 1-2 weeks for the title and AGM minutes, and 1-2 days for the on-site walk. These are not MagnaVille management commitments; set the purchase or fit-out timetable only after the management office confirms what it can provide. The full check costs the landlord time, not a stated building fee.
Downside
For MagnaVille, the realistic downside scenarios the landlord must plan for:
- JMB denies short-stay — you cannot recover the short-stay premium. Pivot to long-term at the same fit-out. The capital loss is the rent differential over the next 12-24 months (typically RM 12,000-30,000 in foregone rent).
- JMB denies multi-tenancy — the room-rental premium is gone. Long-term whole-unit is the fallback. The capital loss is the differential against the whole-unit rent for the next 12-24 months.
- MC denies renovation approval — the SPEEDRENO fit-out may be limited to the no-alteration scope (painting, tiling, trunking — no partition, no kitchen relocation). The premium scenario is restricted; the lean scenario is workable.
- Restrictive pet policy — the 10-20% pet premium is not available. Treat the achievable pet-friendly rent as 0% above the no-pet baseline.
- Special levy during ownership — a RM 500-1,000/sqft special levy (lift replacement, facade repair) is a material capex hit. Obtain the AGM minutes before purchase to check for pending levies.
- Vacancy extends past 2 months — a 10% rent reduction typically clears the void within 6 weeks. A 20% reduction within 4 weeks. Beyond 3 months, the landlord should consider a fully-furnished premium relaunch or a managed service like SPEEDHOME.
- Per-unit title category is commercial-titled — ordinary residential tenancy is barred under MPS (Selayang) rules. This is a deal-breaker; obtain the title before committing.
The downside is bounded if the landlord obtains the by-law text, the AGM minutes, and the per-unit title before purchase. The downside is unbounded if these checks are skipped.
What to do next
If you own a MagnaVille unit or are considering one, the order of operations is:
- Pull the issue document of title for the unit. Confirm residential or commercial.
- Get the MC by-law text from the MC. Confirm short-stay, multi-tenancy, pet, and submeter clauses.
- Get a SPEEDRENO quote for your specific unit type. RM15,000 is the starting scenario; the quote is the real number.
- Get a dated rent record for the past 6 months. SPEEDHOME's operator data has no MagnaVille-specific record; the actual asking rent for similar units in the building is the real number.
- Run the calculator below with your actual numbers. The yield is the real yield, with renovation in the denominator.
- If the verdict is whole-unit long-term (the most likely case): list with SPEEDHOME. SPEEDRENO's RM 15K-20K rental-first fit-out is matched to MagnaVille's 3-4 bed unit types.
- If the verdict is room-rental: the Room Rental & Co-Living Landlord Guide covers the legal setup. Confirm with the MC in writing before signing any room-rental TAs.
- If the verdict is short-stay: read the Airbnb vs Long-Term Rental page and the MC's by-law text together. The calculator's short-stay model is gated by default; the MC's by-law text is the unlock.
Viewing / MC checklist

Calculator
The MagnaVille preset for the operating-model calculator is loaded below. Pick an operating model tab, enter your actual numbers, and the result region recomputes. The 4 models are distinct (long-term whole-unit, room-rental in existing bedrooms, co-living with amenity fees, and short-stay gated on the MC). The short-stay model is blocked by default; the MC gate is the unlock.
MagnaVille owner decision record
MagnaVille is a completed, three-block Selayang development with three- and four-bedroom homes of about 915 to 1,259 sq ft. That existing bedroom count is the real operating-model lever. It gives an owner a family-sized whole-unit route first; it does not prove that room rental, pet accommodation or short-stay use is allowed across the project.
Treat condition as part of the investment case. On an established project, inspect the specific parcel's plumbing, bathrooms, wiring, fittings, air-conditioners and signs of earlier water ingress, then ask for the current management budget and recent AGM or levy notices. A modern-looking furniture package cannot offset unresolved building or in-unit maintenance exposure.
Selayang is under MPS. Do not import a DBKL restriction or an unverified management rule. Ask the management office for its written requirements for renovation, moving, additional occupiers and any metering work. Keep a normal long-term whole-unit tenancy as the default until the documents support something else.
The calculator should contain only the landlord's actual purchase basis, current like-for-like asking comparables, maintenance and vacancy view. Avoid reusing an old portal yield or a rent estimate from another project. SPEEDRENO can quote from RM15,000 as a starting scenario, then the owner can see whether a larger scope changes net income enough to matter. If not, spend on durable handover fixes and clean photography rather than a speculative upgrade.
After the unit is genuinely ready, the matched close is a SPEEDHOME long-term listing. Any Zero Deposit statement belongs to the eligible live listing, not to MagnaVille as a blanket promise.

FAQ
Whole-unit vs room at MagnaVille?
Whole-unit long-term is the default for MagnaVille. Room-rental is workable in the existing approved bedrooms (no internal partition) but it is gated on the JMB's pet + multi-tenancy stance. The SPEEDRENO fit-out is the same scope for both; the operating model choice is independent of the capex.
Short-stay at MagnaVille?
Treat short-stay as unavailable unless the JMB/MC supplies current written permission for the intended operating model. SPEEDHOME has no MagnaVille-specific permission record, so do not spend or market on a short-stay case before that document is in hand. The downside of a denial is an unusable operating model after fit-out spend; retain a viable long-term fallback.
Pre-renovation at MagnaVille?
The MC by-law text, the per-unit title category, and the JMB's renovation-approval turnaround. The SPEEDRENO standard fit-out is within the no-alteration scope for most projects; partition, kitchen relocation and air-conditioning trunking may require alteration approval under SMA 757 s.25. The shared calculator above lets the landlord model the lean vs premium capex against the dated rent.
Matched SPEEDHOME close
For a MagnaVille 3-4 bed unit where the per-MC verdict is whole-unit long-term, the matched SPEEDHOME close is the landlord service: tenant screening, stamped TA, monthly rent collection, renewal and renewal-tenancy cycle. List with SPEEDHOME once the calculator shows the yield you can live with and the SPEEDRENO quote is in hand: List with SPEEDHOME.
