For a Type A or B three-bedroom parcel, price the whole unit against comparable three-bedroom homes first. For a Type C or D four-bedroom parcel, test whether the fourth existing bedroom earns enough additional rent to cover the extra furniture, utilities administration and replacement cycle. Do not turn that into a building-wide room-rental promise: the parcel plan, current management rules and the actual tenant mix decide it.
