When taking keys for a new Malaysian rental unit, your priority is documenting the property's condition, utility meters, and access before unpacking. This guide explains why treating handover as an evidence-gathering day ensures your deposit remains protected when you eventually move out.
On the day you collect the keys, your job is to make the unit's condition, payments, utilities, defects and access provable — before your belongings cover the evidence. In SPEEDHOME's managed tenancies across KL, PJ, Penang and JB, the tenants who keep their deposit on move-out are the ones who treat day 1 like an evidence-gathering day, not a moving-in day. This is the one handover hub for Malaysian tenants: the order, the photos, the meter readings, the 7-day defect window, and the SPEEDHOME house-condition-submission as your dated record.
This page is about day 1 only — keys in hand to the end of the first 24 hours. If you are still shopping, see the renting checklist. If you are leaving, see the tenant move-out checklist. The two are deliberately separate.
What to confirm in writing before you collect the keys
Verbal promises are not evidence. Anything the landlord has agreed to fix, add, install, paint or remove before you move in must be in writing — WhatsApp, email, or a short addendum to the tenancy agreement (TA). This is the single biggest reason tenants lose their deposit on move-out: the landlord's "yes" never gets recorded.
Before the handover, confirm these seven items in writing:
| Item | What to confirm | Why it matters on day 1 |
|---|---|---|
| Handover date and time | Exact date, time, who hands over, where | Sets the TA start date; affects rent proration |
| Move-in condition of the unit | Clean, defects listed, photos already taken by landlord | Basis for your day-1 record |
| Keys, access cards, fobs | How many of each, which doors, parking gate | Replacements are tenant-paid if lost |
| Parking bay number | Bay number, level, visitor bay rules | Tow-away risk in some condos |
| Pre-agreed repairs / fixes | Item, target date, who does it | If not done, you have written leverage |
| Utility accounts on arrival | Is TNB already in your name? Water? Internet? | Prevents bills landing on the landlord before you register |
| Management office contact | Name, number, office hours, move-in booking | Condo move-in usually needs a lift booking + fee |
If the landlord promises something — "we'll repaint the kitchen" — write the exact item and the target date. A WhatsApp message is enough. A verbal "yes" is not.
Which red flags at the viewing should you photograph?
The best day-1 record starts at the viewing. Photograph anything that looks off before you agree to rent, because it shows what condition the unit was already in and gives you something concrete to ask the landlord to fix in writing.
The list above covers what to confirm before the keys; these are the viewing-stage items worth a quick photo with a visible date:
- Damp and water marks. Ceiling stains, peeling paint, bubbling plaster and musty corners, especially around bathrooms, window frames and under the kitchen sink.
- Mould. Black patches behind wardrobes, on window sills and on the air-cond vents.
- Pest signs. Droppings, gnaw marks or insects near the kitchen, drains and cupboards.
- Furniture and mattress condition. If the unit is furnished, photograph the bed frame, mattress, sofa and wardrobes, including stains and scratches.
- Appliance condition. Air-cond, water heater, washer and hob, with the model label visible if you can.
- Taps, switches and sockets. Anything cracked, loose or not working.
Send the photos to the landlord the same day and ask in writing which items will be repaired before handover. If an item stays unresolved, you will already have a dated record that it existed before you moved in, which is the evidence you need when deductions are discussed at move-out.
Can the keys be handed over a few days early?
Yes, if both sides agree in writing. There is no statute that forces a fixed handover date — the date in the TA is what counts. Some landlords hand over the keys 2-14 days before the TA start date so the tenant can clean, paint, or move in slowly. Some do not.
If the landlord offers early keys, write three things down before you collect them: (1) the exact date and time you collect the keys, (2) who you collected them from, (3) the TA start date the landlord is counting as rent-commencement. The 7-day defect window below starts from the date the keys were handed over, not the TA start date — even if there is a gap. This protects you if the unit was already damaged when you took possession.
The 25-item move-in inventory: what should you record before you move anything in?
Walk the unit room by room and record the condition of every fixture, fitting and surface. If the row has no defect, write "clean" with a photo ID. If the row has a defect, photograph it on the same line. This is the document the landlord will compare against on move-out. The platform's Homerunner inspectors use a 2-metre eye test: if you cannot see a mark or defect from 2 metres away under normal light, it is fair wear and tear, not claimable damage. Your inventory should be at the same standard.
| # | Item | Room | Condition note |
|---|---|---|---|
| 1 | Front door + lock + peephole | Entry | |
| 2 | Doorbell / intercom | Entry | |
| 3 | Floor (tiles / timber / vinyl) | Living | |
| 4 | Walls (paint, marks, holes) | Living | |
| 5 | Ceiling + light fittings | Living | |
| 6 | Air-cond unit + remote | Living | |
| 7 | Windows + locks + screens | Living | |
| 8 | Curtain rods / blinds | Living | |
| 9 | Power outlets + switches | Living | |
| 10 | Sofa / sofa bed (if furnished) | Living | |
| 11 | Dining table + chairs | Dining | |
| 12 | Kitchen cabinets (top + bottom) | Kitchen | |
| 13 | Kitchen countertop + sink + tap | Kitchen | |
| 14 | Stove / hob + hood | Kitchen | |
| 15 | Oven / microwave (if provided) | Kitchen | |
| 16 | Fridge (interior + seals) | Kitchen | |
| 17 | Washing machine + hose | Kitchen / yard | |
| 18 | Water heater + shower set | Bathroom | |
| 19 | Toilet + flush + seat | Bathroom | |
| 20 | Basin + mirror + tap | Bathroom | |
| 21 | Bathroom floor + wall tiles + grout | Bathroom | |
| 22 | Towel rails + toilet roll holder | Bathroom | |
| 23 | Bed frame + mattress (if furnished) | Bedrooms | |
| 24 | Wardrobe + drawers + mirrors | Bedrooms | |
| 25 | Balcony + railings + drying area | Outdoor |
Walk the unit in the same order every time: entry → living → dining → kitchen → bathroom(s) → bedrooms → outdoor. Mark each row with a photo reference. Take the photos before you put any furniture down.
Photo and video evidence — what to capture and how
Photos without timestamps are weak evidence. Photos with timestamps, sent to the landlord the same day, are the strongest evidence you can keep without a third-party inspector. The pattern the platform's house-condition-submission enforces — and that you can replicate on your own phone — has four parts: wide shot, close-up, defect close-up, and a 30-second video of the room.
Capture in this order:
- Front door (closed, then open) — confirm the lock works.
- Each room — wide shot standing in the doorway, full room visible.
- Each wall — a single photo per wall, top to bottom.
- Each floor — corner to corner.
- Each fixture / fitting — close-up, name visible in the photo if possible.
- TNB meter — meter number + reading.
- Water meter — meter number + reading.
- Keys, access cards, fobs — laid out together, one photo.
Then a 5-minute video walkthrough in the same order, with verbal narration: "Today is [date], I am at [unit number], [condo name]. This is the living room. The wall is clean. The floor has no marks…" Speak at walking pace; do not edit. Send the same-day copy to the landlord via WhatsApp / platform chat / email. The receipt-of-send timestamp is your dated record.
TNB, water and Indah Water meter readings: why record them on the day?
Record the meter numbers and readings on day 1, not later. The landlord's last reading and yours may not match, and if you have to argue a bill six months later, the day-1 photo of the meter is your evidence. Do not trust a reading you did not photograph.
You need three numbers:
| Utility | What to record | Where |
|---|---|---|
| TNB (electricity) | Meter number + reading in kWh (or impulse count for smart meters) | Meter cupboard, usually ground floor or kitchen |
| Water (Air Selangor / SAJ / local) | Meter number + reading in m³ | Usually outside the unit, ground-floor riser |
| Indah Water (IWK) — Penang / KL / some PJ only | Account number on the bill | Management office or landlord's bill |
If the day-1 reading is higher than the landlord's last reading, send the photo to the landlord in writing on the same day. The TNB registered user (the name on the supply contract) is who TNB bills — not the name on the geran. The full process for changing TNB into your name is on the TNB change of tenancy page; the meter reading you take today is the start of that handover.
Keys, access cards, parking and lift booking: what must you settle on day 1?
In a typical KL/PJ/Penang/JB condo, the management office books a lift slot for move-in, charges a move-in fee, and issues a temporary parking pass for the mover's lorry. None of this is automatic. Ask the management office in advance: which lift, which time window, what fee, and how many days of temporary parking for the lorry.
Before you leave the unit on day 1, photograph:
- The keys, access cards and fobs you received, laid out together.
- The parking bay number painted on the floor.
- The lift booking confirmation (WhatsApp / email from management).
- The number of access cards issued (so you know if you lose one, you are not paying for a stranger's lost card).
If the management office says no lift booking is required, write that down too. "No booking required" is itself a record.
The 7-day defect window — how to report what you find in the first week
There is no statutory 7-day defect window in Malaysia. But reporting defects within 7 days is the practical norm your evidence will be judged against — by the platform's Homerunner inspectors, by mediation, and by the courts. Send the defect report in writing, with photos, and keep a copy.
A good defect report has four parts:
- The date you found the defect.
- The location (which room, which fixture).
- A photo of the defect with something in the frame for scale (a coin, a pen).
- A clear ask — repair, replace, or compensate.
Send it on the same day you find the defect. The receipt-of-send timestamp is your dated record. If the landlord disputes a defect you reported, your photo + the date-of-report email are your evidence.
How do you use SPEEDHOME's house-condition-submission as your evidence step?
If your tenancy is managed by the platform, the house-condition-submission inside the platform app / dashboard is the dated photo evidence step. Submit within 24 hours of key collection — the submission timestamp is your dated record. The submission is timestamped, geo-tagged, and stored against your tenancy file. It is the equivalent of having an inspector's report on file the moment you move in.
How to use it:
- Open the SPEEDHOME app → My Tenancy → your active tenancy.
- Tap "Submit house condition."
- Follow the room-by-room prompt — the same 25 items above.
- Upload photos and short clips.
- Tap submit. The submission is locked once you tap submit; you cannot edit it later.
If your tenancy is not SPEEDHOME-managed, replicate the same pattern on your own phone: 25 photos, one video, same-day send, all timestamped. The principle — dated photo evidence stored against the tenancy file — is the same.
First 24 hours: what should you handle — utilities, internet, mail?
Do not assume the previous tenant's TNB and water accounts have been closed. If they have not, the bills may keep landing on the registered user — and that is the landlord, not you, until you file the change of tenancy (COT). File the COT for TNB on day 1 if you can; it usually takes 1-3 working days. Air Selangor / SAJ COT follows the same pattern.
Quick sequence for the first 24 hours:
- TNB COT — fill the form on the myTNB portal or at any TNB kiosk with your IC, the TA, and the landlord's IC. Pay the small deposit; reference the change-of-tenancy-tnb page for the exact steps.
- Water COT — Air Selangor / SAJ / local water authority, same logic.
- Internet — if the previous tenant's fibre is still active, you can take over the line (Time, Unifi, Maxis). If not, book a new line; installation is usually 3-7 working days.
- Mail — ask the management office to hold any post addressed to the previous tenant; redirect any that comes in your name to the new address.
If the utility accounts are not in your name by day 7, the landlord is the registered user and the bills land on the landlord — not on you. The full TNB process is on the TNB change of tenancy page; the full utility-bill handover is on the broadband and utilities guide.
What if the landlord refuses a joint walkthrough?
You can do the walkthrough alone. Send the photos the same day, ask the landlord to confirm in writing within 48 hours, and keep the record. If the landlord does not respond, your solo record stands as your evidence in any later dispute. There is no law that requires the landlord to be present at the walkthrough — only that you keep a dated record.
Practical script for sending the solo record:
Hi [landlord name], I collected the keys today at [time]. I have walked the unit and taken photos. Please find them attached. Could you confirm in writing within 48 hours that these match the condition of the unit on handover? If I do not hear from you by [date + 2 days], I will treat the record as accepted. Thanks.
Save the sent message, the photos, and any reply. If the landlord does not respond, the timestamped solo record is your evidence.
SPEEDHOME is one option worth comparing alongside the routes above.

FAQ
How long after key collection should I submit the house condition?
Within 24 hours. The SPEEDHOME house-condition-submission locks at the moment you submit; an earlier submission is a stronger record. If you are not on SPEEDHOME, send the same-day photos to the landlord by WhatsApp or email.
What if my landlord refuses to do a joint walkthrough?
Do the walkthrough alone, send the photos the same day, ask for written confirmation within 48 hours, and keep the record. There is no law that requires the landlord to be present.
Do I have 7 days to report defects?
There is no statutory 7-day window in Malaysia. The 7-day norm is the practical standard SPEEDHOME's Homerunner inspectors and the courts expect. Report defects the day you find them, in writing, with photos.
What if the meter reading on day 1 is higher than the landlord's last reading?
Photograph the meter, send the photo to the landlord in writing on the same day, and ask the landlord to confirm the previous reading. The day-1 photo is the start of your record; any difference is a billing question the landlord must answer.
Can I move in a day earlier than the agreement start date?
Only if the landlord agrees in writing. If the landlord hands over the keys early, the 7-day defect window starts from the date you collected the keys, not the TA start date. Write the early handover down — date, time, who handed them over.
